The day is certain and the date is not. A holiday fixed each year by an administrator, a statute that delegates the date to a minister, every Hijri date before the sighting.

One instrument settles a country's holidays for a decade. Another settles them until December. The distinction predicts almost everything about keeping a calendar accurate, and almost nobody models it.
