A filing deadline is when a return, declaration or statement must reach the authority. It is routinely confused with the payment deadline, and in many systems they are genuinely different dates.
The separation is deliberate. An authority may want the paperwork early to assess it and the money later, or accept the money on account and the return afterwards. Two obligations, two dates, two penalties.
Filing deadlines also vary by how you file. The United Kingdom sets one date for a paper return and a later one for filing online, which is a distinction no single annual date can represent.

Filing is submitting the return. Payment is settling the liability. Many systems separate them, and each carries its own penalty.
