A gazetted holiday is one published in a government's official gazette. In India the phrase names the compulsory list: central government offices close, and the holiday applies to everyone it covers regardless of individual observance.
It sits opposite the restricted list, from which an employee elects a small number of days. Gazetted days are taken; restricted days are chosen.
The gazette itself matters beyond India. Publication in an official gazette is what turns a decision into an instrument in a great many legal systems, and it is the primary source this corpus prefers above all others.
Gazetted holidays are compulsory and apply to all. Restricted holidays are elected by the individual from a second list.
