A half-day is a day on which work stops partway through — commonly the eve of a major holiday, and in some markets a scheduled early close.
It matters because collapsing it in either direction is wrong. Treat it as a working day and a cut-off is set after the office has gone home; treat it as a closure and a day of real capacity disappears from the plan. Neither error announces itself.
